About this paper

In 1989 Steven Weinberg surveyed every adjustment mechanism then on the table for the cosmological constant problem and closed the road they all shared: no dynamical mechanism can relax the vacuum energy to its observed small value without a fine-tuning as severe as the one it was built to remove. The surviving exits in his survey are an exact symmetry — none known that survives its own breaking — or anthropic selection. I call that result a ban, because in my books that is what it is: a closed road, posted by the man who walked every mile of it. This paper does not challenge the ban, does not appeal it, and does not claim a way around it. It does something smaller: it prices what it costs my program to work inside the ban's jurisdiction, in the open, at full size. My program does not adjust. It does not relax the vacuum energy to anything over cosmic time. It reads a vacuum value at a seam — a bounce crossing — where what gravitates is the unpaired remainder of the founding grains. That is a different address for the problem, not a different verdict on it: changing the address does not pay the toll. The toll is the measured number, 3Ω_Λ = 2.055. My program owns the toll's production form, 3Ω_Λ = 2/(1 − u(1)), and at the DECLARED unpaired fraction u(1) = 11/411 that form evaluates to exactly 2.055 — a consistency evaluation at a declared input, not a production. The toll stands NOT PRODUCED. The residue δ = 11/400 = 0.0275 stands ADOPTED, never derived. The sever-pressure seam stands unbridged: a computed left side, P_sev = 1.007247, against the form's 1.0275 on the right, fenced as two objects. The grade of this paper is PREMISE-ONLY, printed here and again at the end. The program headline stands unmoved: vacuum catastrophe NOT SOLVED / PARTIAL, producing-count 0. What this paper produces is a price list: where the ban binds, where my frame stands relative to it, and what the stall costs, line by line. A priced stall is not a closure. It is a set of books that a reader can check.
